They consist of 16 pages of information compiled from the Federal Civil Defense Administration's manual on home shelters. This resource provides guidlines on how to build an air raid shelter including the types of dangers it will save people from, the types of materials one needs to build it, and the recommended equipment that should be kept inside the shelter. The front of the packet features the text "Volunteer = Now! Newark Civil Defense Council Room B-6 Newark City Hall" stamped in purple.
